THE COPGATE SCANDAL!

A MALAYSIAKINI EXCLUSIVE Could underworld figures have influence over the promotion and transfer of police personnel when the force was under the leadership of inspector-general of police Musa Hassan?

In another bizarre twist to the ‘Copgate' scandal, new allegations that another shadowy figure identified as BK Tan - who was suspected to have links with Johor underworld figure Tengku Goh - had advised Musa on several occasions relating to the promotion and transfer of senior police officers.

The seven police officers were arrested and charged in court five years ago.

In the latest allegation, sources told Malaysiakini that Musa would call Tan for "advice" and at times the latter visited Musa's house in Petaling Jaya for discussions on key appointments and transfers in the police force.

According to the sources, Musa when asked had explained that Tan's participation came with the blessings of the then Internal Security Ministry because his underworld links would help identify the "good" from "bad" cops.

One source claimed that he had seen Musa's aide carrying a blue document containing the confidential list of officers to be transferred or promoted. Musa was alleged to have provided a copy of the top secret document to Tan.

Home Ministry informed

It is learnt that Musa's former aide de camp, ASP Noor Azizul Rahim Taharim, had brought this troubling matter to the attention of then minister in the Prime Minister's Department Mohd Radzi Sheikh Ahmad and deputy internal security minister Johari Baharum.

Another informant told Malaysiakini that Tengku Goh, whose real name is Goh Cheng Poh, had met Musa at his hotel room in Johor Baru sometime in 2005 or 2006, and this was confirmed by Noor Azizul.

Musa was accused to have promoted officers who were loyal to him as well as those who tacitly support his close cooperation with the alleged underworld figures.

The line of succession was allegedly orchestrated to ensure Musa could continue his tenure as the country's police chief. Musa held the post for four years, from 2006 to 2010.

He was reported to have been upset when his term was not extended further, and at one time describing his potential successor, Ismail Omar, as not ready to occupy his seat.

"ASP Noor Azizul Rahim told me about this, and this confirmed my suspicion of Musa that he together with the AG was out to fix me. This was to ensure I would be eliminated from the police hierarchy," he said.

"All my fears and suspicions have been proven true by the flimsy charges laid against me. Musa even went to the extent of appearing as the 75th witness in my Sabah case.

"In the end, Musa was regarded an untruthful witness when he tried to contradict the evidence of all the other police witnesses," he said.

Ramli also recalled how Noor Azizul had met several senior police officers, including Musa's deputy Mohd Najib Abdul Aziz and two members of the Police Force Commission, for help but to no avail.

Following this, the frustrated Noor Azizul, who was Musa's personal aide from 2005 to 2007, made a statutory declaration on the matter sometime in 2009, said Ramli.

A copy of Noor Azizul's SD eventually found itself in the public domain, including blogger Raja Petra Kamarudin's Malaysia Today website.

In his SD, Noor Azizul said he was aware of the sworn declarations of several police officers and police informants and their actions in revealing Musa's links with Tengku Goh and Tan.

"Based on my personal knowledge and involvement as the ADC (aide de camp) to the IGP, I can confirm the statements made by these deponents concerning Musa are true and do correctly reflect the events as described by them...

"I have personal knowledge and involvement in that I was asked as ADC to compile and co- ordinate such posting orders based on the drafts and proposals made by Tan.

"A copy of the draft was subsequently implemented as police posting orders," he said in his statutory declaration.

Orders to frame police officers

Noor Azizul said the transfers were justified as part of a campaign to root out corruption in the force. It included entrapment to make the affected officers appear guilty of wrongdoings.

"This gave the impression that Musa was eradicating corruption and abuses within the force whereas it is the farthest from the truth.

"The credibility of these officers would be demolished to such an extent that whatever information they had gathered about the IGP would be discredited.

"These officers would suffer hardships, like being transferred away from their family and home base," he said.

"Some of the other agonies inflicted on them were being by-passed for promotions, subjected to disciplinary action minus due process; subordinates with unproven records promoted over them and victimised officers serving as visible warnings of the consequences of defying the 'established' order."

The former ADC said the ‘mencantas' (trimming the opposition) campaign had led to low moral in the force, resulting in the crime rate soaring during Musa's time.

"Not long after that the AG ordered Tengku Goh's release. Many in PDRM (Royal Malaysian Police) became demoralised seeing how a criminal was released by resorting to legal niceties whereas our own brother officers were dragged to court," he lamented.

Former Malaysian Anti-Corruption Commission panel member Robert Phang (left), when contacted by Malaysiakini, confirmed that Noor Azizul had approached him when he was Musa's aide de camp, and together they met a former IGP, seeking his help on the matter.

Noor Azizul ready to tell all

In 2009, Musa turned down a Malaysiakini request for a response to Noor Azizul's SD, and there has been no reply from him over the past few days in relation to this new allegation.

In recent weeks, Malaysiakini has managed to contact Noor Azizul, who is now attached to a ministry, to verify the contents of his SD, which he did.

But he declined to comment about the issue further, saying that he would prefer to testify before a tribunal should there be one.

Malaysiakini had reported that a number of former and serving police officers were willing to testify against Abdul Gani, Musa and the ACA if a tribunal was called.

The Copgate affair appears to be akin to the Lingam tape scandal where a senior lawyer was alleged to have brokered the appointment of judges. It resulted in the setting up of a royal commission of inquiry.

NONEThe new allegation made in the Copgate affair is no less damaging as it involves, among others, the claim of an underworld figure exerting influence over the promotion and transfer of police officers.

However, Prime Minister Najib Abdul Razak had last Friday dismissed calls for a tribunal.

"This is an allegation which has to be substantiated," he said.

I notice when an international report is not favourable reading towards the BN govt then the credibility and relevance of the report is in question.

For example: Higher Education Minister Datuk Seri Mohamed Khaled Nordin when commenting on University Malaya (UM) slipping to 207th spot in the 2010 QS World University Rankings, a drop of 27 places from the previous year when it was ranked at 180.

“It’s not fair to compare local universities with universities from other countries as each country has its own standards and requirements that their own universities have to fulfil,” he said when contacted by The Malay Mail yesterday.

He said the rankings were just based on perception and there was no data to clarify the rankings and this made the whole exercise subjective.

However when a report is favourable towards the BN govt they have no problems quoting it and using it to shiok sendiri regardless of the reality we faced.


Muhyiddin: Our education system better than advanced nations


KUALA LUMPUR: Malaysian children received better education than those in advanced countries based on the World Economic Forum's global competitiveness report, said Deputy Prime Minister Tan Sri Muhyiddin Yassin.

He said the report ranked Malaysia 14th among 142 countries in quality of education and second in the ASEAN region.

"For those who have come to me complaining about our education system, it seems the report contradicts their claims.

"Furthermore, the report also states that our younger generation are receiving a better education than students in the United States, Britain and Germany," said Muhyiddin at a national higher education carnival at Putra World Trade Centre here.

Our education system is better than US, UK and Germany!!!

To be honest I was not surprise by his comments considering the caliber of minister in UMNO are not very smart!

I have a few question for this DPM!

If our education system is so great, why are private school in this country booming?

Why are Chinese independent school so over subscribe by parents?

And finally why did Najib and Hisshammuddin (both of which were former education minister) had their children in international school instead of government school?

Did Muhyiddin himself had his own kids go through government school?

Yet this DPM can shiok sendiri and dare to even say that our schools are higher rank then US and German school?!

I think this DPM need a dose of reality in his limited brain before he speaks again.

STUPID IDIOT MINISTER!!!! Wait till we hit critical level only worry!

Malaysia’s national debt is not at a critical or worrying level, says Deputy Finance Minister Awang Adek Hussin, despite it being only two percent shy of the constitutionally allowed government borrowing limit.

"It is not at a critical level at the moment. Our limit or threshold is 55 percent of the Gross Domestic Product (GDP), we are now at 53 percent.

"So you don’t have to worry about it," he said during Question Time in the Dewan Rakyat today.

NONEAwang Adek (right) was answering a supplementary question from Saifuddin Nasution (PKR-Machang) on what the government is doing to control the rising government debt.

Saifuddin claimed that the rising trend in national debts will soon lead to the country owing up to 100 percent of its GDP, citing financial records from 2008 onwards that exhibited rising debts year on year.

“We have the threshold at 55 percent, which we shall not pass. If we don’t pass 55 percent then we will never reach 100 percent,” argued Awang Adek, saying that as a responsible government, they will never allow expenditures and borrowings to exceed the set threshold.

The matter of Malaysia’s rising national debt has been opposition fodder in Parliament, with the government moving to deflect such accusations.

‘Subsidy cuts to continue’

Meanwhile, Domestic Trade, Cooperatives and Consumerism Deputy Minister Rohani Abdul Karim told the House today that the government will continue to take away subsidies from the public.

“Subsidy is not a long term solution to the (woes of the rakyat)... subsidy restructuring shall continue to be implemented,” she said in answer to a question from Azan Ismail (PKR-Indera Mahkota) on whether the subsidy cuts will continue.

She explained however, that any projected subsidy cuts however shall take into consideration things such as the cost of living, and other factors that may impact the rakyat’s livelihood, so as not to cause too much of a burden.

Rohani also added that the formation of the KR1M or Kedai Rakyat 1Malaysia cooperative was one government initiative tailored to help reduce the rakyat’s burdens in the face of the rising cost of living.

The government has implemented several cuts on subsidies for essential goods like fuel, electricity and sugar in the last year, citing the lack of revenue to finance the rising cost required to maintain the subsidies in the face of rising global prices.

However, the opposition has blamed empty public coffers caused by a spendthrift government as the cause.

Taib's son offers out-of-court settlement

This news makes me wish that Taib was getting divorce as well!

I wonder why his son is so scared and willing to settle after the courts made him declare his assets!

Mahmud Abu Bekir Taib, the son of the Sarawak Chief Minister Abdul Taib Mahmud, today offered an out-of-court settlement to his ex-wife Shahnaz A Majid over her matrimonial claims.

This comes a day after the Kuala Lumpur Syariah High Court instructed Mahmud Abu Bekir, who is Cahaya Mata Sarawak deputy chairperson, to declare his assets.

"We have come to an agreement with the other party to make on offer within 14 days for all cases pending," Mahmud Abu Bekir's counsel Zainul Rijal Abu Bakar said.

Mahmud Abu Bekir, who is also represented by Saadiah Din, will make the offer within 14 days.

Justice Mohamad Abdullah postponed the hearing to May 23, pending the outcome of the settlement negotiations.

NONEMahmud Abu Bekir, seen smiling in court today, was married to Shahnaz for 19 years before the divorce was recorded on May 11, 2011.

They have a son, who was born in December, 1993.

Shahnaz has claimed assets and mutaah (gifts) amounting to RM400 million in the divorce settlement.

Shahnaz, who is a sister of popular singer Sheila Majid, had yesterday tearfully testified on how Mahmud Abu Bekir had physically and emotionally abused her during their marriage.

She was expected to take the stand again today to reveal the assets of Mahmud Abu Bekir and his family.

Justice Mohamad today also cancelled the show-cause order issued against Mahmud Abu Bekir, which had been applied for by Shahnaz's lawyer, as the trial is still continuing.

The order was applied to be imposed on Mahmud Abu Bekir for not coming to court despite being told to do so.

Acting for Shahnaz were Rafie Mohd Shafie and Akbardin Abdul Kadir.

How to apologist properly! A lesson from Najib!

1st say you are sorry without giving any specific details on what exactly you are sorry for!

As reported by Bernama last Saturday, the Prime Minister Dato’ Seri Najib Razak made the momentous apology to all Malaysians “on behalf of the Barisan Nasional (BN) for the coalition's mistakes in the last general election, which cost it several electoral seats and states, including Kedah.”

2nd Get you Deputy to make light of the apology and defend their mistakes by boasting of Barisan Nasional’s (BN) achievement in the past few decades.

He said "…during the 54-year period, no one can deny the fact, despite the weaknesses, we have made huge progress in the fields of socio-economy, culture, education, international relations and various others."

3rd Get your deputy to remind the people not to be specific of what you are sorry for. This will ensure that no action or correction will be needed.

Muhyiddin had further wanted to avoid the subject by adding that “there is no need to list out our weaknesses; that is in the past.

4th Get your other staff to give stupid reason so that they can get rewarded instead of punish for their pass mistake.

UMNO Information Chief Datuk Ahmad Maslan had urged Malaysians “to provide BN the mandate to rule following the promise by Najib Abdul Razak that the coalition will fix its past mistakes”.

Finally instead of correcting pass mistake, you do this!

HINDRAF Orange, TBH Black, BERSIH Yellow and now Anti Lynas Green is banned in Malaysia!

First the BN govt banned Orange for its association with HINDRAF then Black for Teoh Beng Hock, then Yellow for BERSIH and now Green for the anti Lynas movement!

Kajang municipal councillor Lee Kee Hiong said today she and her entourage of some 20 former and current municipal councillors and residents, wearing green shirts, attended the groundbreaking ceremony for a new school in Bandar Sungai Long yesterday as guests.

NONE"We were not ‘samseng’ (hooligans) as accused by an Umno minister," she said.

Lee denied that the group was there to make trouble and had trespassed into BN’s ceremony, as claimed by Agriculture and Agro-based Industries Minister Noh Omar.

According to the Minister, ".... They came like ‘samseng’ (hooligans) and trespassed on a BN event,....

To prove her point, Lee showed a copy of BN’s invitation leaflet which she had received at her house in Sungai Long, which is very close to the function venue.

As such, it was her belief that she was also invited as a guest, and her attendance at the function was to share the joy with other residents at a long-awaited new Chinese school for Bandar Sungai Long.

NONE“This is the SRJK(C) we had fought for over a period of 12 years. We have waited patiently, no way (were we going to) mess up the ceremony,” Lee (left in picture) said.

“We were assaultedby a group of people, and then Noh showed up to accuse us of making trouble... I was very surprised by this,” she told a press conference in Bandar Mahkota Cheras today.

“In fact, I regretted that he didn’t apologise for the incident. We were prevented from entering and were beaten up,” she said, adding that Noh, as Selangor BN deputy chief, should have invited them in.

‘Please write only BN supporters are welcome’

“Next time, please write (on the leaflets) that the function is only meant for BN supporters,” Lee said.

Also present at the press conference were several others who claimed to have been assaulted yesterday, including fellow Kajang municipal councillors Cheong Siow Foon and Ng Tien Chee; Chen Fandao, an aide to the Serdang MP; and a DAP member, Chan Huan Guan.

NONECheong (right in picture), said his choice to dress in green was a sign of a silent protest.

He said his intention was to show the prime minister (Najib Abdul Razak) that the rakyat opposed the Lynas rare earth plant in Gebeng, Kuantan.

Cheong also said that the man who assaulted him had also tried to snatch his cellphone, and he fought back.

“I use the cellphone to store photos of my little daughter, from the day she was born until she was 15 months old. I don’t have other copies,” he said.

However, Chan (left in picture) wasn’t so lucky. He claimed that his gold necklace, with a Buddha relic pendant, which was a gift from his mother 20 years ago, was snatched away during the chaos.

Chan estimated that the necklace was worth about RM5,000.

Meanwhile MCA Youth chief Wee Ka Siong has slammed the DAP for "trying to create uneasiness" during the the same event.

He said, while the prime minister was sincere in bringing good tidings to the Chinese community, there were still some quarters who were reluctant to accept the goodwill and resorted to creating all types of insensible acts "to hamper the entire event" from proceeding smoothly.


"The actions by DAP’s entourage of present and past municipal councillors has tarnished the image of the opposition as the ruling coalition in Selangor.

NONE"It should be pointed out that the DAP had never delivered on their promises pertaining to Chinese education.

"When they cannot debunk the fact that BN has delivered on our promises on Chinese education, DAP became unhappy and deemed BN’s contributions as a threat.

"This could be one of the reasons why they tried to cause unease at the ceremony," Wee (right) said in a statement issued today.

Its no wonder that we have scandal like the NFC issue where according to DAP's Tony Pua, (NFC) have transferred close to RM81.4 million from the company account to private companies under the directors without any guarantee that the sum would be returned to NFC.
